Bernard has nearly three decades of experience primarily in transportation engineering and policy, 20 years of which have been at executive levels with responsibility for over 200 major infrastructure and institutional development projects in Africa, Asia, South America, the Caribbean, Europe and UK. Prior to joining Roughton Group, a multidisciplinary engineering and development consultancy, Bernard worked with DfID, the World Bank, a leading UK consultant and as an academic at the University of Birmingham, UK. He has chaired a number of specialist government and industry committees and panels relating to road infrastructure development. He has also published over 30 technical papers and major reports on infrastructure and institutional development issues. A recipient of the Kolbuszewski award for outstanding contribution to International Highway Engineering, Bernard’s current role includes advising governments and international organisations on transport infrastructure development policy and public private partnerships.
