Vincent is a Senior Infrastructure Finance Specialist at the World Bank, where he works in the Infrastructure Finance & Guarantees team. He has been structuring credit enhancement instruments in sub-Saharan Africa for the past six years. Prior to joining the World Bank, Vincent worked for EDF on new energy projects worldwide.
In Ghana, Vincent was involved in the structuring of the security package of the $8 billion Sankofa gas project, which the World Bank supported with a $500 million Payment Guarantee. At the sub-sovereign level, Vincent helped structure a €300 million debt refinancing operation for CI-Energies in Cote d’Ivoire in 2019. The commercial debt raised benefited from a €180 million World Bank Guarantee and helped CI-Energies clear arrears and repay short term debt, which subsequently led to the unlocking of critical private investments in the energy sector. At the sovereign level, Vincent supported Benin’s efforts in 2018 and 2019 to refinance the equivalent $450 million of short term domestic debt with the support of World Bank Guarantees.
Vincent holds a MSc in Management from HEC Paris and he is a CFA Charterholder.
