Charles is Chief Gas Regulatory Officer at the African Development Bank’s Africa Natural Resource Center (ANRC), a non-lending entity mandated to advise regional member countries on how to derive optimal outcomes from gas resource exploitation. In this role, he provides support for emerging and established producers of natural gas in Africa to set robust policies and institutions and adopt best management practices for natural gas management.

He has over 20-years advisory experience in national energy policies, strategies and institutional frameworks supporting private investments. He served as a lead technical coordinator in Rwanda’s multi-million USD PPP gas-to-power and peat to power projects from 2000 to 2015. He coordinated the design and transaction of gas extraction and power conversion projects in Lake Kivu, Rwanda and downstream petroleum infrastructure planning in other countries in East Africa.

Charles is holds Masters of Science in Petroleum Engineering from the University of Trinidad and Tobago and a Masters of Science in Chemical Engineering from the University of Lubumbashi, in DRC.
