Joe is partner in Covington’s Projects and Infrastructure practice, resident in the firm’s New York office.

For more than 20 years, he has represented independent power producers, equity investors, project sponsors, financial institutions and governments in the development and financing of power, oil and gas, LNG, water and wastewater, telecommunications, waste management and other infrastructure projects throughout Africa.

He also represents sponsors and financial institutions in the acquisition, development, financing and disposition of energy and power projects in Africa. Prior to joining Covington, Joe was Chair of the Africa practice group for a major international law firm and global co-chair of the energy sector practice and US chair of the projects and infrastructure practice for another major international law firm. Chambers Global recognizes him for his projects and energy practice in Africa.
